 Chapter Summary 1. Transportation risk can be transferred by having subcontractors, participants, or their parents or guardians provide transportation. 2. Prospective motor vehicle operators should be assessed for eligibility through written and practical testing, driving record checks, and compliance with government regulations. 3. Operators should be regularly and verifiably trained in transportation risk management. 4. A culture of safety throughout the organization is an important element of transportation risk management. 5. Operators should follow safety practices, including not driving when impaired, using headlights, obeying speed limits, loading and unloading properly, complying with hours of service rules, and avoiding electronic distractions. 6. Organizations should obtain appropriate vehicle insurance coverage and have required documents available. 7. Operators should use a pre-drive checklist and vehicle log, respond appropriately to adverse driving conditions, and know how to perform emergency braking, shoulder driving and backing. 8. Routes should be selected to reduce transportation risk. 9. Breakdowns and vehicle accidents should be handled with passenger and bystander safety in mind, and in accordance with insurance company and police requirements. 10. Passengers should wear seatbelts, stay completely in the vehicle, and not cause driver distractions. 11. Fleet managers should comply with insurance requirements, keep detailed and comprehensive records, and ensure repairs and maintenance are done to manufacturer or other established recommendations. 12. Administrators should ensure complete records are kept, see that appropriate insurance policies are in force, maintain a culture of safety, regularly review policies, and design transportation needs to minimize risk. 13. Vehicle policies should address trailer use, personal use of company vehicles, business use of personal vehicles, and emergency evacuation vehicle use.
